General Session: Completing a LIHEAP Model Plan with Compliance in Mind
The purpose of this session was to learn how to identify whether your Model plan is complete (includes all required information) and compliant (adheres to the LIHEAP statutes). Grantees then participated in an open discussion about the relationship between developing/updating their model plans and running a compliant LIHEAP program.

General Session: Talking with Your Fiscal Shop
The purpose of this session was to allow training participants to sit in on a conversation between a LIHEAP program manager and fiscal department manager to experience how their interactions shape the conversation and flow of information. The presentation also included a review of key fiscal terms and their definitions as well as some of the tools and resources that can be used to develop constructive communication with your fiscal team.

General Session: Skill Builder: Interest-Based Negotiation
The purpose of this session was to provide participations with a better understanding of position-based versus interest-based negotiations. The goal was to help participants feel more comfortable in their understanding of negotiation and their ability to enter into negotiation.

State Track: LIHEAP Performance Measures - How to Make Sense of My Data
The purpose of this session was to provide participants with a better understanding of how to access performance data and what performance data means. The session also sought to teach participants how changes in a state’s program parameters might result in the change in performance.

General Session: Fair Administrative Hearing Process
The purpose of this session was to teach participants which statute and regulations apply to FAH and what they mean for your LIHEAP program’s compliance. Presenters demonstrated some typical and effective internal controls that can be used to maintain LIHEAP program compliance.

State Track: Innovative Approaches
The purpose of this session was to demonstrate how other state grantees utilize online manuals, software, and consolidated applications to run an effective LIHEAP program. Participants engaged in a discussion that revealed a variety of approaches that states are taking when implementing their LIHEAP programs.

Tribal Track: Tribal Policy Manual Development
This hands-on session included instruction for writing policies and procedures, samples of current tribal policies and procedures, tips for when and how to begin writing/updating LIHEAP policy areas.

This session was designed to allow participants to compare their performance to the performance of similar states, talk about how program design affects program outcomes, and assess if the performance measures are giving grantees key information.

Tribal Track: Developing, Utilizing & Revisiting Your LIHEAP Benefit Matrix
This session covered required and optional benefit matrix components along with how changing conditions and circumstances require minimum annual revision. Peer LIHEAP tribal coordinators also discussed the usefulness of a benefit matrix in planning and program implementation.

General Session: Continuity Planning for LIHEAP: Strategies for Protecting Your Program from a Leadership Vacuum
This session reviewed the importance of preparing for both planned and unplanned staff turnover. It also reinforced the importance of accurate and complete policy/procedure manuals, and other documents that are needed to ensure continuity of program in the event of leadership absence/transition. Finally, it outlined a timeline and tools for ensuring smooth transition in times of leadership turnover.
