- Understanding LIHEAP Performance Measures (for State Grantees)
The purpose of this session was to furnish State grantees with an in-depth guide that will help them understand what the Performance Data Form – Modules II and III is telling them about the performance of their program with respect to OCS performance measures. The presentation used examples from grantee reports to demonstrate how to use the tools developed by the PMIWG to interpret program performance outcomes. Attendees also worked in groups to examine FY 2016 Performance Reports submitted by State grantees and to discuss what those reports tell them about FY 2016 LIHEAP program outcomes.

The purpose of this session was to furnish tribal and territory grantees with an in-depth understanding of the LIHEAP Performance Measures reports that State grantees are submitting and how States might use those reports to update their programs. Attendees also worked in groups to review one State's FY 2016 LIHEAP Performance Report and to brainstorm about how those State-level performance data might be leveraged to help tribal grantees understand more about their clients.

For this session, presenters walked through a LIHEAP data analysis case study that was developed by the PMIWG grantees. Grantees then conducted the same analysis for their own State program using the LIHEAP Data Warehouse.

- Strategies for Enhancing LIHEAP Performance (for State Grantees)
The purpose of this session was to furnish grantees with specific examples of strategies that can improve LIHEAP program performance and to show grantees how to use their LIHEAP performance data to assess whether those strategies might be appropriate for their own programs. Grantees also worked in teams to review performance data from a selected State and assess whether those data suggest that one or more program enhancement strategies should be considered by that State.
